More or less the only time they're going to be better for general combat than a shield booster is if you're not taking enough damage to warrant using a booster mid fight and can rely on regen/supercruise regen instead.

You are probably better off putting the power and weight into shields, shield boosters, and a decent set of SCBs. ECM is better for taking out everything within radius at once.
